Who is eligible for an Individual and Family Plan from Jefferson Health Plans?


You may qualify if:

• You don't have health insurance through an employer, or you've recently lost coverage.

• You want affordable, quality coverage through an Individual and Family plan.

You are eligible to enroll if:

• You are a U.S. citizen, U.S. national, or have a qualifying immigration status.

• You are not incarcerated.

• You do not have Medicare coverage.

Know When You Can Enroll

  1. Open Enrollment Period (OEP)

    Enroll between November 1–January 15. This is the time when you can enroll in new plans, renew your current coverage, or make changes to your existing plan.


  2. Special Enrollment Period (SEP)

    If you’ve lost your health coverage or experienced another qualifying life event within the last 60 days, you may qualify for a Special Enrollment Period. This allows you to enroll in a health plan outside of the annual Open Enrollment Period.

    Examples of Qualifying Life Events for Special Enrollment

    • Losing existing health coverage, including job-based coverage, individual, and student plans
    • Turning 26 and losing coverage through a parent's plan
    • Getting married or divorced
    • Having a baby or adopting a child
    • Moving to a different ZIP code or county
    • Gaining a qualifying immigration status
    • Other major life changes

    Note: Some qualifying life events (QLEs) must be verified in order to open up a Special Enrollment Period.

Thinking about enrolling? Here are some points to keep in mind to help you choose the right plan for you and your family:

  • Who needs coverage? Decide if you’re shopping just for yourself or need coverage for you and your family members.
  • How often do you visit the doctor? Choose a plan that fits your health needs. If you see a doctor regularly, a plan with higher premiums and lower out-of-pocket costs may help you to manage your healthcare costs. If you don’t visit the doctor often, a plan with lower monthly premiums could be a better fit.
  • Is your doctor in-network? Check here to see if your doctor is covered, or find a new doctor that is included in our network.
  • Do you meet eligibility requirements? You may qualify for an Individual and Family Plan if you don’t have health insurance through an employer, a government program, or have recently lost coverage and are looking for affordable, quality coverage for yourself or your family.   • Is it the right time to shop? During Open Enrollment, anyone who is eligible for coverage can enroll. The rest of the year, you must have a qualifying life event to shop for a plan during a Special Enrollment Period.

Whether you enroll directly through Jefferson Health Plans, through Pennie®, Pennsylvania's official health insurance marketplace, or a broker, you need to make your initial premium payment, also called a binder payment, to activate your coverage. Learn how to make a payment.

After enrolling, you'll receive a confirmation letter, and in a few weeks you will receive your insurance card in the mail, along with more information about your benefits.
